RRI2SCALE – Responsible Research and Innovation Ecosystems at Regional Scale for Intelligent Cities, Transport and Energy

EU territorial authorities take in charge of a significant, yet extremely challenging task: to develop and implement successful regional Research and Innovation (R&I) policies that spearhead sustainable development and economic growth, while simultaneously advancing inclusiveness and quality of life (Regional Dilemma). RRI2SCALE is designing an approach to assist regional R&I governance systems to effectively and sustainably address the Regional Dilemma.

RRI2SCALE’s point of departure is the identification of how Responsible Research and Innovation (RRI) is currently integrated within regions. Our pilot regions are Hordaland in Norway, Overijssel in Netherlands, Kriti in Greece and Galicia in Spain. In particular, we investigate what the key constituting elements of territorial R&I ecosystems are, what citizens think of the way RRI and R&I ecosystems interact and what their suggestions for future improvements are. This insight is triangulated with future trends on smart and intelligent cities, transport and energy as key drivers for regional sustainable development and growth (identified via Delphi), to result in techno-moral scenarios depicting potential R&I trajectories and consequent impacts on policy, socioeconomic and environmental level.

Our project outcomes will support the basis for the elaboration of Regional Agendas and Roadmaps. All activities, outcomes and impacts will be closely monitored by the RRI2SCALE Monitoring and Evaluation Framework, which will include a set of customised indicators for mapping the impact pathways between regional innovation and RRI. All project results, together with a training compendium on how to perform the project activities, will form the RRI2SCALE Toolkit for replication by other territories.

The RRI2SCALE consortium consists of 11 partners and started in January 2020. The engagement in this project (as a Project Assistant) was carried out with the Austrian partner. The RRI2SCALE project has received funding from the European Union’s Horizon 2020 Research and Innovation Programme under grant agreement nº 872526.

RRI2SCALE – Verantwortungsvolle Forschung und Innovationen für Smart Cities, Transportsysteme und die Energiewirtschaft

Die Entwicklung und Implementierung von regionalen Forschungs- und Innovationsstrategien stellt eine herausfordernde Aufgabe dar. Im Besonderen sollen diese eine nachhaltige Entwicklung sowie das Wirtschaftswachstum vorantreiben. Zeitgleich sollen die Inklusivität und die Lebensqualität gefördert werden.

In diesem Rahmen behandelt das Projekt RRI2SCALE folgende Fragestellungen: (A) Wie wird verantwortungsvolle Forschung und Innovation in den RRI2SCALE-Pilotregionen Hordaland in Norwegen, Overijssel in Niederlande, Kriti in Griechenland and Galicia in Spanien integriert? (B) Was sind die zentralen Elemente, die die Ökosysteme für territoriale Forschung und Innovationen formen? (C) Was denken die BürgerInnen über die Art und Weise, wie verantwortungsvolle Forschung und Innovationen umgesetzt wird? (D) Was sind ihre Vorschläge für die zukünftigen Verbesserungen?

In RRI2SCALE fokussieren wir uns auf die zukünftige Entwicklung von Smart Cities, Transportsystemen und die Energiewirtschaft. Unsere Projektergebnisse können die Vorbereitungen regionaler Pläne unterstützen. Konkrete Schritte nach den Prinzipien der verantwortungsvollen Forschung und Innovationen werden beschrieben. Alle Aktivitäten, Ergebnisse und Auswirkungen werden vom RRI2SCALE-Monitoring- und Bewertungsrahmen kontrolliert. Alle Projektergebnisse bilden einen Werkzeugsatz für weitere interessierte Territorien.

Das Engagement in diesem Projekt (als Projektassistent) wurde mit dem österreichischen Partner durchgeführt.
